Ragan-Smith was selected by Hamilton County Engineering Department to provide Prime Contract Management, Surveying, Engineering Design and Utility Coordination services for the Ooltewah- Georgetown at Mountain View Road Roundabout project. The intersection has a history of high crash rates with many injury related crashes and a fatality in 2009.
The roundabout design will provide increased safety performance with anticipated reduction in fatalities, injury crashes and overall crashes, and will also effectively decrease travel speeds throughout the roundabout influence area. Lower speeds will also provide for safer crossings and larger more usable gaps in traffic flow for both vehicular and non-vehicular users.
The challenge of the roadway design was in establishing the most beneficial location for the roundabout center. The decision on roundabout center location needed to balance the needs of speed control, sight distance, visual cues, constructability/construction phasing, right of way impacts while minimizing project costs.
The design team also provided for NEPA approvals, traffic analysis and laneage recommendations, ROW documents and staking, Utility coordination, Construction Bid Phase tasks, and other necessary services in compliance with the TDOT Local Programs Guidelines and Federal Requirements.
